Thank you for your answer, I take it this is the part the previous poster is talking about.

“Installation of the Java? 8u144 kit requires the new (February 2018) V1.2-1 binary checker to be installed in order for kit validation to be performed by PCSI. For HPE OpenVMS V8.4, the HP-I64VMS-HPBINARYCHECKER-V0102-1-1 kit should be installed prior to installing Java? 8u144, and for VMS Software Inc. OpenVMS V8.4-1H1 and higher the VSI-I64VMS-HPBINARYCHECKER-V0102-2-1 kit must be installed.”
