DevOps is also encompassing infrastructure as code, which dovetails nicely into using products like ansible, puppet and chef etc
It's the scale and time to enact any change that makes DevOps in its modern invocation worthwhile. Sure, you might be able to do similar with a myriad of VMS dcl files and some good system managers who are continually across every change but not really at scale, nor across multiple environments with differing control deployment mechanisms
The formalisation of DevOps is like the ITIL, in that it didn't mean a lot for small scale operators who intuitively developed much of what the framework codified anyhow, but it did help raise the bar for the industry overall by formalising it and frameworking it

I'm not a fan of IBM, it's just their videos were quite good
The point I made about VMS a while back in my opinion still stands, it's got a long long way to go to fit into this world and things are already moving beyond these base concepts too
Interesting, Google was doing infrastructure as code more than 4 years ago
