NRCS, NCS, TFU, the C I18N giblets, HELP /LANGUAGE, ISO 8859-5, 
DECwindows giblets, pretty sure the details on how to do add this was 
never published by DEC.
At least some of this—NCS—was deprecated by DEC, IIRC.
Prolly best to ask the folks at VSI.
If anybody has this doc, they do.
