Yes - it was developed and some beta versions released,
but it was pulled before being released.

Not a good comparison.
Databases are used by applications for some business purpose.
If the application is tied to Rdb then it is tied to VMS.
System management utilities and shell commands are used
to do stuff on the OS.
They do not tie the application to the OS.
And other tools doing something similar are available
on other OS.
