Yes, it's well known that it is behind by several versions. On the
other hand, F95 probably has more than 99% of the things that more than
99% of programmers need. Still, it would be great to have a more
current version. IIRC, Fortran 95 was available on VMS already in 1997
or so.
VSI should make Steve Lionel an offer that he can't refuse. :-)
