I see a DFU.EXE (which I didn't put there) in SYS$SYSTEM, both on 8.4 
and even 7.3-2, though there is no corresponding symbol or verb and HELP 
doesn't know about it, so perhaps it is shipped but not 
installed/enabled by default.
