It is not part of the V8.4-2L1 Alpha or Itanium releases.
$ dir v842L1_IRESD$:[SYSEXE]DFU.EXE
%DIRECT-W-NOFILES, no files found

%DIRECT-W-NOFILES, no files found
{and I checked the entire disk too)
