No. That part of the discussion was about PC operating systems, not VMS.

Of course, VMS is now about to become a PC operating system :-) in that
you can now run it on that hardware, including laptops (in theory).

Actually, thinking about it, I wonder how well x86-64 VMS will run
on a normal PC laptop ?

I wonder if the planned basic framebuffer type support will work on laptops
as well as whether VMS will support the touchpad and/or mouse inputs ?
