Freeware 8.0 CD 1 has HP-AXPVMS-BLISSA64-V0111-7-1.PCSI which fails to 
install.

I had not heard bout that before.

Googling that quickly leads me to:

SYS$UPDATE:VSI$CVT_KIT_DEPENDENCY.COM

which solves the problem.
