Use static IP.

The TCP/IP Services DHCP client support is not something I've ever had 
success with, and not something I've ever generally recommended using.

Again, use static IP addresses. Add a parallel reservation for those IP 
addresses in the DHCP server pool (with MAC address(es) as needed), or 
configure and use IP addresses outside the DHCP server IP address pool.

TCP/IP Services networking and related features and security are 
getting overhauled, though we may have a bit longer before that's 
available on VSI OpenVMS Alpha.

The VSI IP stack will hopefully have better support for DHCP client. 
Parts of the TCP/IP Services stack and the not-really-integrated 
network security support was and is... weak.

And DECnet swapping controller MAC addresses doesn't help things.

(AT&T Uverse configurations reportedly get "interesting" for devices 
that don't support DHCP client, though.)
