If you could stage the tape to local, and your OpenVMS is from this century, then you could also temporarily use SET FILE/ATR=(MRS=XXX,LRL=XXX) where XXX is a value like 4096 or 1024. Set back on destination.
Increasing the network buffer is indeed the right solution. RTFH?
