Where was the motivation to issue the extended two year hobbyist license? Or even hobbyist licenses at all from the time they decided to drop OpenVMS? There was no business need to have a hobbyist program for an OS that was only going to be on life support for a few years before going away entirely.
Issuing Hobbyist licenses has a cost. A cost they could have saved just terminating the program entirely a few years ago. So I'd guess someone inside HPE cares at least a bit.
I wonder if VSI has even asked their contacts within HPE if they could simply take over hosting the HPE hobbyist stuff or if VSI simply doesn't care about it so hasn't asked.
