The location in Andover Ma is what is called the "Technology Renewal Center" where HP takes in hardware etc. from clients that are upgrading to newer hardware.  This used hardware is verified and certified and then resold.  There is software that is acquired as well which is where these licenses are soruced.  There is no license generation software at that site.  Since the software is owned by the companies doing the upgrade, a transfer of license is required and is what is being offered.
