I don't understand. This is either a HP or HPE employee selling licences
for a HPE product. Why doesn't HPE just issue new VAX/VMS licences and
take the customer's money, while making it clear the customer is buying
the licence as-is without support ?

But I don't understand _why_ he has a monopoly. It's free money for HPE
if they just issue new VAX/VMS licences (and without any support overheads)
on demand.
Someone posted the link to the licence transfer page the other day.
Why doesn't HPE have a similar process for creating and selling new
VAX/VMS licences ?
