Yes, they can. But I've seen several cases where they weren't given the 
chance. Some companies don't send long term employees to a training, 
because they get younger folks employed for less money. They rather will 
teach the younger folks the existing system.

Don't ask if this is reasonable.

New staff are more likely to leave at the next occasion than long term 
loyal folks.
