What you describe happens, but it is a management problem
not a problem with the new technology.

And I would also note that today the vast majority of
tools and technologies are available for free for at least
investigative purposes. Which means that even without
company investing in licenses and training courses,
then employees can learn new stuff by just investing
some time.
