I'll leave it to you to ask a few folks whether what OpenVMS provides 
is segmented or not.

If you'd prefer, we can call it ARNE (Addressing Really Not 
Explainable) addressing.

But what OpenVMS presents is segmented addressing.

Go write a 64-bit app and tell me it's not segmented.
