Never heard of. Some countries seams more developed than that.
Actually, I just do not believe it, have you any proof of a
10-14 % surcharge on card payments?

Everyone prefers card payments, so the fees are low. Cash is dead,
most regular bank offices doesn't even handle cash anymore. You have
to go to the ATM, of which there are fewer and fewer each year.

And many, in particular younger ones, uses the phone app "Swish" to
make there payments. And most online shops accept Swish payment today.
