I never liked it - from the first time I used it to upgrade a Fortran 
compiler.  The very first thing it did was to nuke the existing version. 
Then it subsequently failed to install the new one, leaving me with no 
compiler (yes, of course I backed up the disk, but I shouldn't have to 
resort to a system disk restore).

VMSINSTAL goes to great lengths to back out if it fails.  The 
Provide_File defers actual placement until the script is completed. 
Also you have greater control of the installation procedure with a DCL 
KITINSTAL (e.g. to perform a link of the .EXE on the target platform).

I've always preferred to use VMSINSTAL in building any of my kits.  I 
then ZIP/VMS the savesets to make them downloadable.
