San Antonio, Tx, has licensed rag pickers. When something is put out on 
the street or into dumpsters[1] it is now the property of the city, so 
it's theft.

[1]San Antonio runs it's own waste collection although there are private 
companies doing dumpsters. Don't know if the law applies it that case.
