Why ?

There's no run-time cost until you press the triggering character.

Once triggered, everything you need for the output is in the command
definition.

DCL already has a parser to determine if what the user typed is valid
after they press return. It just needs extending to report the valid
options and keywords at that point in the user's input when the triggering
character is pressed.
