There is no run-time until one powers up a system. So what?
There is no run-time cost until some application is invoked.
Would you agree that using ^T causes some compute effort?

That takes CPU cycles, and perhaps other things, which are then no
longer available to whatever job(s) the system is working on.

Since the capability does not now exist, implementing it will take
developer time. Time perhaps best spent on other than allowing you to
play around with DCL and such.
