Sometimes that is a VERY different role, i.e. a system manager with 
experience elsewhere could easily take it over, whereas the other job 
requires a knowledge of the applications, of third-party software, and 
so on.

I think that the answer is "it depends"  There are definitely places 
with about 100 developers, about 5 system managers, about 30 
"application support people", and maybe about 30 end users.  There are 
people here who have never worked on a standalone VMS system, others who 
have never worked on a cluster.
