I tested with the version of vups.com I found at:
http://www.astro.multivax.de:8000/phillip/vup.com
When I run it on a real ES40 with 2 667 Mhz EV67 processors and 2GB RAM,
OpenVMS 8.4 I get:
Approximate System VUPs Rating : 1092.0
when running it on axpbox (on Fedora 33 system with 2.60Ghz Xeon E5-2623
processor and 128GB RAM) running OpenVMS 8.4-2L1 with 1 800Mhz EV68
processor and 8GB RAM I get:
Approximate System VUPs Rating : 42.0
