[Info-vax] Compaq Secure Web Server (Apache) problem

Apache version is:

HP I64VMS CSWS22_UPDATE V1.0
HP I64VMS CSWS V2.2

I'm not sure how to troubleshoot if it won't even startup.

On ucx netstat, I can see the 2381 Apache port for SMH, 
but not 80, nor 8080 nor 443.
