VSI is based on Apache 2.4, and with updated security.

If you want to wade through this, verify the Apache configuration file, ...

apachectl configtest

... and rummage for any Apache-created startup logs.

NB: SMH is known to be quite insecure. All versions for OpenVMS. Last 
version of SMH for OpenVMS was V2.2-3, IIRC.
