Nobody ever said it was or even implied that. What a startup utility
should be capable of doing OTOH is to properly sequence the startup
using information supplied with the installed packages (and installed
to the correct place by the package manager) and without the user having
to manually edit startup scripts.

Other people have managed it and it is something VMS needs especially
as VMS moves more towards using third-party libraries. Does VMS really
need another HPE SSL fiasco ? Linux handled that situation massively
better than VMS did.
