The latest (I think) distribution of ghostscript is the one prepared by 
Mark berryman :

But I do not think GhostScript does transform PCL to PDF. I think for 
that you will need GhostPDL. As far as I know nobody tried a port of 
GhostPDL for OpenVMS; It is however somewhere (low) on my to-do list.
