[Info-vax] Updates to VMSTAR and Wget for VMS

   A quick look at my IA64 software kit inventory suggests that:
DECSET128ECO1_I64 (Release Date: 28-JAN-2008) includes MMS V3.8-2
DECSET128ECO2_I64 (Release Date: 19-FEB-2010) includes MMS V3.9

   My SYS$HELP suggests that I (re-?) installed V3.8-2 _after_ V3.9:

ITS $ dire /date sys$help:mms*.RELEASE_NOTES

Directory SYS$COMMON:[SYSHLP]

MMS039.RELEASE_NOTES;2
                      5-OCT-2017 00:53:52.20
MMS382.RELEASE_NOTES;3

   Might have been a good reason for that.  No problems on VMS V8.4
using this MMK (for Wget), either:
