Nigel,
did you know, that you can download a working OpenVMS Alpha V8.4-2L2 test system from:
https://training.vmssoftware.com/hobbyist/
It includes the FreeAXP Alpha emulator and an OpenVMS V8.4-2L2 system disk with temporary licenses. It needs to be installed and run under Windows.
I configured a CHARON-VAX emulator into the LANCP database and tried to boot it via > B EZA0. Should work the same with simh ...
