Please upgrade to at least HPE OpenVMS V8.4, or preferably to at least 
VSI OpenVMS V8.4-2L1.

OpenVMS Alpha V7.1 is from ~24 years ago.

Much has been fixed/enhanced/upgraded/resolved since then.
