That Sector7 is supporting migration of VMS is not news - that
has been their business for 30+ years.
Most likely this announcement has nothing to do with the
Oracle DB (Oracle Classic) issue.
But the text above and VSI's involvement would only
make sense if VSI got a PostgreSQL for VMS port ready
in their skunkworks department.
