Well, that depends what the difference between the two is.

If you purchased it, it was not a hobbyist kit.  It sounds like you purchased
a full license PAK through HP.  If that is the case... HP could have
regenerated the PAK if you had asked them a year ago.  I am not sure that
HPE can do it now but it would be worth asking HPE.  If you have the license
number it might help.  It would help a lot if you knew which version it was
for too.

HPE still owns all rights to VAX/VMS, but finding someone at HPE who actually
knows what it is might be problematic.
