He may be talking about the OpenVMS Hobbyist VAX CDROM that was sold for a while by DFWCUG.
I've got mine right here. DECUS logo, DFWCUG, and a P.O box in Plano, TX. Part number DFW003,
copyright 1999.

There was also an OpenVMS Alpha V7.3-1 and Selected Products hobbyist kit. That one says
OpenVMS Hobbyist Program c/o Montagar Software, Inc, also from Plano, TX, same P.O. box.
