Do you have the physical PAK for the 3400?  I assume the phone number on it is
no good.  All the HPE people I know in India seem to be gone as of January,
but you could still contact an HPE rep with the license number off the PAK.

I don't think it would be a terrible thing if you were to install the license
on your virtual machine without having HPE transfer it... but I would first
contact HPE and make sure they are unable to transfer it.

If you don't have the physical PAK it might become harder.

Until the virus hit, I was doing pretty good business as a remote recording
engineer.  Now there aren't any concerts to record.
