In my experience:
Some management types would object to spending time on "beta" or "early adopter" software/hardware. Why do you have the time to spend on this?

Yes.
But I can understand VSI wanting to get it further out now.
Given how big the changes are then it is good to have a lot
of testers. And given the size of the VMS community then
0.1% as field testers may not be enough.
And then there is the political aspect of it. For quite some
time when the PHB has asked his VMS guy "When is VMS x86-64 coming?"
the answer has been "It has been released in beta and I have
heard good reports about it." now there can come a new
answer "I am running it here as an early access tester
and it looks pretty good.". It gives an impression
of progress.
