It's been a long time so I have forgotten the details.

There was the original PDP-11 hobbyist program which allowed you
to use older versions of the DEC PDP-11 operating systems on a DEC
supplied emulator.

There were discussions about improving this program with either access
to later versions or being allowed to run them on a range of real hardware
(or something along these lines but I have forgotten the details).

These later discussions fell through and nothing became of them.
