I am not sure what you want.
VSI cannot issue licenses for HPE VAX VMS per agreement between VSI and HPE.
(they could issue a licenses for VSI VAX VMS, but there is no business
case for creating such a product)
So VMS VAX hobbyists have a problem.
Sad.
Breaking the law and running VMS VAX illegally will obviously fix
that problem.
But the point is that it will create new problems for many other.
If VSI get the impression that in the VMS world licenses are
something where compliance is considered optional, then VSI may
take certain actions.
They may limit or entirely drop the CL program because they
fear that CL licenses will be used commercially and cannibalize sales.
They may put stricter license checks into the software and start doing
license audits at customers.
That would be very sad.
If you want to focus on the terms "trust" and "cost", then I guess
you can say that "VSI loss of trust in VMS community" will create
"fear of cost at VSI" that will drive actions creating "cost for
VMS users".
