The first question I ask anyone who has any kind of FTP issue is 
"what happens if you use passive mode?"

If the thing is trying normal mode but can't get a return path, it
may fall back to passive mode and that process can take a lot of time.

But in general, using passive mode for test purposes can be a very useful
diagnostic tool.

You checked your forward DNS.... did you check rDNS too?
