Perhaps in the not so distant future, HPE will offload its remaining interest in anything VAX-related  (DEC did with PDP-11, RSTS/E and RSX-11 when it sold it all to Mentec) to someone who will offer free non-commercial usage licence paks. However, if that someone were Stromasys, in an attempt to prolong the life of their VAX emulation products, I can imagine they'd attempt to charge hobbyists a fortune. They don't even offer time-limited evaluation of their offerings free of charge.
