That over-reaction has seriously harmed vaccine confidence in parts of
Europe.

The EU has vaccine supply problems that are so serious they are willing
to do long-term structural damage to the EU's reputation by seizing vaccines
which have been made within factories within the EU and which are destined
for other countries.

Anyone in that position cannot simply stop using a very low-risk vaccine
without damaging their vaccination program even more.

So yes, people are not being vaccinated who otherwise would be, both
due to the lack of confidence these actions cause and also due to the
additional supply issues it causes.

These actions are directly resulting in people dying who would otherwise
not die.
