It is expensive to migrate from one environment to another
environment:
* analysis and documentation of what needs to be migrated
* code migration
* operation migration
* test
* extra operational cost from new problems introduced by migration
* cost of lost opportunities from focusing on migration instead of new 
business

That has probably worked in favor for VMS the last two decades.
