People make mistakes. If they make a mistake while driving an older car,
then they are less protected in that case.
If only they, or the people who choose to drive with them, are affected,
that's a matter for them if they choose to drive an older car.
If other people can be harmed, then that's a matter for some regulation.
BTW, if people should be free to make their own decisions in these
matters when driving without regard to any regulation, then why do
parts of your country have mandatory chain laws for safety reasons ?
