The owners of VMS has not produced desktop systems able to
run VMS for about 2 decades (I believe last AlphaStation was
from around 2000/2001).
Of course that will change soon. When VMS x86-64 becomes
production ready, then any desktop or laptop (there are a
few requirements but ...) should be able to run VMS.
But don't expect VSI to spend money on supporting that config.
And I suspect that almost all needing VMS for development
professionally will run Windows/Linux/macOS and a VM with
VMS. Just more convenient.
