Whether or not you are running the BIND server locally, you can be 
running the resolver, and that resolver can be slow.

Check your DNS translations for all of the hosts involved, forward and reverse.

Whether those translations are arising from the resolver, or from the 
local hosts database.

And upgrade that twenty year old OpenVMS configuration soonest.
