That it can be done as a CRTL fix.

In that case I suggest you wrap up all the code with the
read/write/whatever prefixed with GT$ or whatever and release
it, then everybody should be able to build and run PostgreSQL
safely on VMS just by doing a few defines - on all VMS
including HP VMS and VMS VAX etc..
