So you want to release an API claiming support for very large files _before_
actually performing the engineering work required ?

Do the DLM messages have the required extra 2 bytes going spare for your
expanded RFA ?

How would you implement this in a backwards compatible way at DLM level ?

When would you implement Prolog-4 for indexed files to support the required
larger internal pointers ?

Maybe I'm just old fashioned but I don't release an API for something
until _after_ I've done the engineering work. :-)
