No, yes.  First it is about changing the RMS API to use byte offset, if only to make it easier for CRTL to do the right things.
With GFS2 of the horizon there needs to do a lot of re-engineering of RMS anyway, and this would be the start.
The RMS lock resource names will probably have the be changed, but I don't have any formal documents as to the structure of those.
