   I'd say that it's time to delete that service (ucx set noservice),
and try again to define it (sys$manager:ucx$config.com).

      ucx help set service

   More modern TCPIP HELP says things like:

      /USER_NAME

            /USER_NAME=vms_user_account

         Required if defining a new service entry; optional if modifying
         an existing service.

So, how you get a service defined with "User_name: not defined" is
unclear to me.  Hence, I'd delete it, and start again.  But that lack of
USER_NAME would seem to explain your "Service User_name is incorrect"
error message.
