Regardless, It never should have happened.

A new plant, with new people, and not adequately trained.

My son is an NRC licensed reactor operator.  His training was, and still is, 
extensive.  He;s also had to study all the mistakes that have occurred.  Maybe 
so they won't be repeated.  He had to study thermodynamics, and in particular, 
high temp steam.  Anybody here believe the pressure on one side of a valve can 
be 200 PSI, and on the other side 600 PSI, and the valve can be open?  That's 
the sad story of Three Mile Island.  Inadequate training.  Inadequate procedures.
